Will they be able to provide 1 crore jobs to youth? Political analyst say youth and women helped Nitish win
The NDA government has been formed in Bihar. The politics here has revolved around migration, unemployment and education. It is also necessary. According to the 2011 census, Bihar is the second state after Uttar Pradesh where maximum migration occurred in the country.
According to the census, there are 74.54 lakh migrants from Bihar across the country, which is 7.2% of Bihar’s population. Of these, about 30% i.e. 22.65 lakh people admitted that they had to leave their state and go to other parts of the country for employment. Employment remained the main reason for migration.
The International Labor Organisation (ILO) and Delhi’s Institute for Human Development published a report in 2024. The report stated that in 2021, 39% of Bihar’s migrants said they had to leave the state due to lack of employment. Along with this, the report stated that Bihar leads in terms of educated unemployed youth between 15 to 29 years of age.
‘Strong strategy needed to fulfill promises made to youth’
Senior journalist Neerja Chowdhury says that NDA will need a good strategy to fulfill the promises made in the manifesto regarding employment. For this, they will have to work on the ground, invest money, bring investment from outside and also focus on skill development. Only then will they be able to succeed in fulfilling their promises.
Additionally, talking about the election issues this time, Neerja said that all parties contested on ground issues like unemployment, migration and education. The parties were well aware that the youth would determine the election result this time.
Regarding NDA government’s victory, Neerja said that Bihar’s public made them win out of sympathy. People voted in respect of Nitish’s contribution to Bihar. Besides this, ₹10,000 deposited in women’s accounts before the election proved to be a game changer. Meanwhile, NDA has also benefited from raising youth issues.
Government lagged behind in fulfilling 2020 promises
Promise 1- In 2020, a promise was made to recruit 3 lakh teachers.
After government formation, 87,774 appointments in TRE 3, 27,910 posts proposed in TRE 4.0 (2025), separate recruitment of 7,279 special teachers, announcement of 69,692 posts in 2023 and notification issued for 86,391 posts in 2024. Although this number is much less than the target of 3 lakhs, the pace of recruitment appeared strong after 2023.
Promise 2- Had promised 19 lakh jobs.
The actual figures for government jobs were as follows-

Promise 3- Will implement domicile policy.
After government formation in 2020, domicile policy was implemented. This decision was withdrawn in 2023. It was then reimplemented on 5 August 2025. The government reserved 40% of teacher recruitment posts for Bihar residents.
