Himachal High Court adopts work-from-home and carpooling to reduce fuel use

The High Court of Himachal Pradesh implemented work-from-home provisions for registry staff and introduced carpooling arrangements for judges on Monday as part of austerity measures to lower fuel consumption and enhance administrative efficiency amid the central government’s resource optimisation initiative.

These changes, effective immediately, were detailed in a circular issued on May 18 by Registrar General Bhupesh Sharma.

The circular stated that the decisions align with recent instructions from the Government of India’s Department of Personnel and Training and a related communication from the Supreme Court of India.

The initiative follows similar austerity efforts recently launched by the Himachal Pradesh Governor’s Secretariat.

Judges unanimously resolved to promote carpooling among themselves to maximise fuel utilisation, reflecting concerns about rising fuel use and the ongoing West Asia crisis.

The High Court has authorised up to 50 per cent of the registry staff in each branch or section to work from home for up to two days per week, conditional on approval by the relevant Registrars. Officials noted that the remaining staff will be present to maintain uninterrupted court administration and judicial operations, with a weekly roster prepared in advance to ensure orderly functioning.

The circular specified that staff working remotely must remain reachable by telephone at all times and be ready to attend the office if required.

The High Court also empowered concerned registrars to restrict, withdraw or adjust the work-from-home arrangement in branches where remote work proves ineffective or where the job necessitates physical presence.

These steps are part of wider efforts to rationalise administrative costs and optimise resources without disrupting essential judicial functions.
